In facilities for the elderly, fire is a continuous threat. Too often, however, the initiation of good fire safety principles and practices follows, rather than precedes, a fire. From the earliest design stage to the operational stage, the owner/operator of a facility for the elderly is in the best position to take the necessary steps to minimize the risk of fire, as only this individual plays a continuing and decisive role. This manual is intended to assist the owner/operator in making rational, informed decisions on fire safety and the advise when and how to involve others in the process. It is a manual of good practice, designed to give ready access to information needed to make these decisions. The owner/operator can use this manual to clarify the relationship between the cause and the effect of fire in facilities for the elderly. The manual also covers the specific problems of assisting elderly persons in a fire emergency.
